The PAS team is comprised of an experienced bench of former Air Force and Space Force senior leaders, Intelligence Community senior executives, professional staff members, industry executives, and professionals with research, space operations, and acquisition expertise.

Leadership Team

Kathleen Ryan

President & CEO
Established PAS with the goal of bridging a crucial culture and communications gap between Air & Space across the DOD and the Intelligence Communities. Prior to starting PAS, Ms. Ryan worked for Lockheed on the Space Radar and AF TENCAP Programs. Ms. Ryan supported the Secretary of the Air Force Acquisition Offices on the ICBM, B-2, and F-22 Programs. Additionally, Ms. Ryan worked on President Reagan’s ‘Peace Through Strength Program.’

Ivy W. Malone

Chief Strategy Officer
Leads strategy for PAS. Extensive experience in legislative and Washington environment​. Experienced on the Hill (Appropriations, MLA) and in Space Acquisition in AF Secretariat (SAF/AQS)​.

Timothy Ryan

Chief Operating Officer
Tim is responsible for business operations at PAS and manages the PAS team. He is a former Wall Street executive, founder of two startups, angel investor, a published author, and award-winning brewer. He is passionate about helping Space Force leverage capabilities from commercial and allied partners.

Wally Moorhead

Senior Advisor
Lt. Gen (ret) Wally Moorhead is a senior advisor and mentor to leaders in the national security space sector. Before retiring from military service, Gen Moorhead was the Commander NATO Allied Air Component Command Izmir, Turkey; and Commander, 16th Air Force, U.S. Air Forces in Europe, Ramstein Air Base, Germany. He also led the Air Warfare Center; Space Warfare Center; 50th Space Wing, Warrior Prep Center; and Operational & Test Squadron​​.
